The people’s primer to the law brings provision-level search and cited answers to a bounded statutory corpus, with a separate dated jurisprudence snapshot.
MANILA. KARTILYA.PH is a free public research archive at kartilya.ph. Built by Filipino lawyer and technologist Karlo Dizon, it supports meaning-based search and questions in plain language across selected statutory materials. Cited answer points display the result of their source-text check.
KARTILYA.PH organizes selected Philippine legal materials as structured data. Most statutory materials reproduce text published by The LawPhil Project, while procedural rules were sourced separately. The resulting corpus can be searched by provision, exact phrase, or meaning.
The statutory corpus contains 8,296 provisions across 57 instruments: the 1987 Constitution, major Codes, and selected statutes and rules. A separate, dated, incomplete jurisprudence snapshot contains 4,164 records from 2019 through April 29, 2026. Each cited statutory answer point reports its check as verified, flagged, or unavailable; failed or incomplete checks never appear as verified. Related decisions are topic-screened separately against bounded retained-text excerpts and are not part of the statutory synthesis. Access is free and requires no account.
“Philippine law has long been available to read. It has not been structured for research at the provision level,” said Karlo Dizon, founder of KARTILYA.PH. “KARTILYA.PH organizes a selected body of legal text so that citizens, students, public servants, and lawyers can search and examine it without a subscription.”
The name is drawn from the Kartilya ng Katipunan, the 1896 primer that taught ordinary Filipinos their rights and duties. The framing is deliberately civic: a kartilyais a primer, and KARTILYA.PH is intended as the people’s primer to the law.
KARTILYA.PH is the Philippine deployment of Refoundation, the engine behind Territorial Review, a free, AI-searchable archive of the law of the U.S. territories. Both are built on a common premise: public legal text should be available for structured research without a paywall.
§ About the founder
Karlo Dizon is a lawyer and technologist from Bataan. He earned a B.A. with distinction in political science from Yale, an M.Sc. with distinction in comparative politics from the London School of Economics, and a J.D. from Stanford Law School. He began his career in appellate, constitutional, and regulatory litigation at WilmerHale in Washington, D.C., and serves on the New York State Bar Association’s Committee on Artificial Intelligence and Emerging Technologies.
