Work with institutions that make, interpret, teach, and use law

A legal question often crosses statutes, cases, amendments, and records issued for different purposes. KARTILYA.PH works with government, legal, and academic institutions because they can identify where retrieval fails, which citations require inspection, and what a useful answer must show. Our institutional work uses bounded tasks, named corpora, and direct evaluation. The work below has different statuses: Ateneo Legal Center is an active pilot partner; the congressional experience is a proposed working demonstration for discussion. KARTILYA.PH remains an independent legal-information system with a bounded corpus. It is not an official source of Philippine law.

01Pilot partner

Ateneo Legal Center

KARTILYA.PH is working with the Ateneo Legal Center as an active pilot partner. The pilot gives students and participants a bounded setting for testing legal retrieval, inspecting cited passages, and documenting where the system helps or falls short. A dedicated student portal and dashboard are under development. The sign-in link below establishes the participant gateway while that work continues. Some pilot features may be unavailable after sign-in. Participant feedback will help evaluate defined research tasks and the safeguards around them.

02Proposed working demonstration

Public legal record · institutional discussion

Congress

KARTILYA.PH is preparing a bounded working demonstration for congressional discussion. It uses selected legal questions to show what the deployed system can do today: retrieve structured legal material, answer statute questions at the level of particular propositions with citations that can be checked, discover Supreme Court cases, and, when requested, present extractive holdings independently verified against the decision text. The demonstration also tests a limit: an unknown docket should return a clear absence and no invented answer. A connected national legal record, with institutional source custody, continuous updating, version control, provenance, and accountable governance, remains a proposal. Congress has not endorsed or formally partnered with KARTILYA.PH.

Propose a bounded institutional pilot

KARTILYA.PH welcomes conversations with government offices, courts, schools, legal-aid organizations, and other institutions that can define a specific legal-information task. A useful pilot begins with a bounded corpus, named users, agreed questions, and a way to examine citations and failures. Tell us what your institution needs to test and who will evaluate the results.
